Ageing aircraft, poor maintenance, inadequatetraining hit IAF hard

Military aviation isinherently risky, with fighters and helicopters being stretched to their verylimits, often in tough conditions. But the crash rate in the Indian armedforces remains unacceptably high, with three fighters and two Hawk jet trainerscrashing in the last 23 days, killing three pilots and injuring several others.

Similarly, the armedforces have for long been desperate to junk their old single-engineCheetah/Chetak light utility helicopters, based on technologies of the 1960svintage, but to no avail.

The armed forces have alsobeen demanding a drastic overhaul of HAL. “Though the court of inquiry (CoI)will establish the exact causes, there were clearly technical issues in therecent crashes of a Jaguar, Mirage-2000 and MiG-27, which are overhauled andserviced by HAL, because the pilots ejected in all (the two Mirage pilots didnot survive),” said Air Marshal S B P Sinha, who recently retired as theCentral Air Command chief.

Incidentally, the CoI into thecrash of a new C-130J ‘Super Hercules’ aircraft near Gwalior in March 2014,which killed the five personnel on board, blamed “inadequate experience andtraining of crew”. This when a C-130J training simulator remained unused foralmost four years due to “non-finalisation of usage contract” withaircraft-manufacturer Lockheed Martin.

无独有偶,调查法院认为,2014年3月在Gwalior附近发生的、导致机上5名人员死亡的全新C-130J“超级大力士”运输机坠机事故,要归咎于“机组人员缺乏经验和训练”。这是由于与飞机制造商洛克希德·马丁公司的“使用合同尚未敲定”,导致C-130J训练模拟器被闲置了近四年。
