2. Murders are extremely rare and so are petty crimes. I don't lock my door when i go out, I don't even know where my keys are. Police officers don't carry guns. They hardly do anything except help elderly people and smile. If citizens do own a gun, mainly hunting rifle, then the police will store them in their gun cabinet in the police station. if the South Korean police do carry guns then mainly 38 caliber service revolvers. However, each policeman has to account for his/her bullets at the beginning and end of their shift. Additionally, there are severe legal restrictions when using a firearm on duty. Thus, police firearms are just a show of force. but still hardly any policeman carry a firearm, thus only carrying a baton.
