France had a strong army on paper, but the reality was different. This is because of the fundamental budgetary reality.
France decided to adopt a static defence strategy. They constructed the Maginot line, and relied on their limited army, along with British assistance, to cover the gap in the line that existed for diplomatic reasons.

The reason for the limitations of the French army was the expense of the static defence. Something else had to be sacrificed. What they chose to do was to use what was left to compliment the static defence. That is logical.
What they gave up was all the systems needed to handle modern mass mobile warfare. Training, doctrines, and equipment, at all levels of their army. They had lots of tanks, but they were not designed correctly, and their armour doctrine was all wrong. They had not invested in it
For defending the Maginot line, the French army was quite adequate.
