Which country has been India's closest ally?
I was surprised to see the other answers since no one took the name of India’s all time friend 'Bhutan'.
Though India has close relations with several countries like Russia, Japan, Israel etc none of them can be stated as its ally. The only country which comes closest for this title is ‘Bhutan’. Yes ! that tiny nation which is sandwiched between the two giants China and India.
It was Jawahar Lal Nehru, India's first prime minister who first won the hearts and trust of Bhutan by acknowledging them as a sovereign state instead of treating it like any other princely state. Over the years Bhutan emerged as one of India's biggest strategical advantage against the growing fear of China. One can understand it more by the fact that the PM Modi chose Bhutan as his first foreign destination.
Be it any of the terrorist attacks or the wars like 65 and 71 , Bhutan always stood with India.
On an average, Bhutan has been supplying around 5,000-5,500 million units to India, most of the electric power generated is at the "cheapest tariff" in the world (Rs. 1.80 per unit when the going rate within India is Rs. 7-8 per unit).
In 2003 - 04 , the King of Bhutan Jigme Singye Wangchuck himself lead the Royal Bhutanese Army against the United Liberation Front of Assam (ULFA) insurgents who had been operating in Bhutan to conduct attacks on Indian soil.

Infact after the 1962 war Bhutan didn't switch its sides and believed in India's ability to help the country when the Indians were not sure about their own security.
Also one must know that border issues of China with Bhutan are much smaller compared to India. China is eager to make diplomatic ties with the country and resolve all issues peacefully so they can invest in their heavily and deprive India from one of its major advantage in the region. But Bhutan has turned down all the efforts made by PRC due to India's concern and security.
Sadly at times many people in India don't acknowledge these facts and forget to give them the respect which they heavily deserve.
Edit . Someone commented that Indians have not forgotten Bhutan's importance and also adding that Bhutan is like India's little brother. With due respect does Bhutan really want to be India's little brother or to be an equal partner ? I don't think any independent nation, no matter how small they are, would like to be treated like any other country's little brother. Also this big brother approach didn't work in case of Nepal neither will it work with Bhutan.

Sadly the answer is India.
For eg:- if you are traveling or going out (say to Mumbai) then yiur parents will warn you like:- Beware of Mumbai people, everyone out there is a thief.
Going to some place in UP -precaution - these people will always try to outsmart you.
So my point is for each and every Indian, the person with a culture and background different from theirs has some or the other bad quality in him/her.
There is diversity but no unity. And still many are in an illusion that India is a country with unity in diversity.
I personally hold no hatred for anyone with a different background than mine

I love my country but how this abundance is ignored by politicians is very sad to see.
I explained to you, I think India surpassed China in term of the population.
Now India has more than 1.4 billion people. And China and India's economy is the same till 1950 but China understood so quickly how it could become a superpower in the world and they saw its population as a strength they became an 18 trillion dollar economy just by utilizing their population.
And in India, politicians say we need to break on overpopulation. We need to stop giving birth to more children. We will pass laws against the population. What nonsense are they saying. This happens when your leader is uneducated or corrupt people come in Politics.
How this country will grow some time I am so worried about it.

What government do?
Stop running for power -> Make a country long-term vision -> Stop Hindu-Muslim hatred -> more on Education and R&D -> Start providing skill at ground level make center in gram panchayat so that people come to learn skills -> media start question government on every incident so that government focused on his vision.
