Roadwork has long been seen as a way to transfer state funds to large paving businesses rather than as a way to provide good roads. Also, the work goes to the lowest bidder, which incentivizes poor quality work. Some states are definitely worse than others. Georgia, where roadwork is not particularly good, often has roads of noticeably better quality than its neighbor Alabama. Around 10 years ago, Interstate 40 in Oklahoma, a major east-west route, was almost undrivable in places. Good roads are just not prioritized in the US, and US drivers are so used to it, and have had no opportunity to drive better roads, so that it is accepted as normal.
