India is dirty because we don’t know cleanliness. Both people and the governments.
In other countries, huge bins are provided to each house for wet waste and dry waste separately. People are fined by the local municipal government if found to be mixing both or not maintaining properly. The garbage is collected twice every week by huge trucks. Come hail or high tide. In addition to this, trucks go around the streets cleaning using machines or sometimes men are seen collecting fallen twigs and other debris. Mind you, unlike our country, most of these countries suffer inclement weather. In UK, it rains almost every day.
Whereas in our country, garbage collection is a big hoax. Like every other department, corruption rules the roost. The government gives private individuals contract to collect the garbage. These contractors are vultures whose goal is only to make money. They use ridiculously small decrepit vans which cannot collect waste from more than ten houses. They employ youth for very low wages and they get a cut from those wages too. These young boys, who go from door to door to collect garbage demand money from houses. And they are notoriously irregular and unprofessional.
Next come our great Janata Janardan. Our men and women don’t know what is cleanliness. They don’t maintain separate bins for wet waste and dry waste. Our popular way of disposal is to throw the garbage in next available open land near our house. We don’t want to pay fifty or hundred rupees per month to the guy who comes to take our garbage. We like to throw it away in front of the next house. We don’t look for bins when we have to dispose the wrappers when we are out shopping or in a tourist place.
People throw the waste water of floor cleaning from balconies on to the public roads down.
And we moan and groan that India is a dirty country.

Lack of civic sense.
Back in 2019, a train in Mumbai derailed due to garbage. Sounds like a made up story, isn’t it ?
It isn’t.

Fines and penalties, watchful eyes alone can’t instill discipline, it has to be inculcated from an young age.

Reason is pretty simple - the idea of not littering is ingrained.
Senior citizens often engage in cleaning the streets - they just do it on their own.
Japanese have a habit of staying back after events and celebrations to clean up the place.
So, they made heads turn when they ended up cleaning the football stadium after a World Cup match in 2018.

This is a common sight:

A lot of Indians living in Japan, especially in the URs(Govt housing), fail to sort their wastes properly and just mix them up. When I asked some of my friends on whether they are segregating the milk cartons which could be recycled, they simply said, “who on earth wastes their time doing all that”
This is why it’s important to start inculcating civic sense from an young age.

This is the apartment complex in Chennai which has just 40 flats- meaning roughly 160 people living.

Now- the world outside my apartment is very different. Thats because once we step out there is no “Association” to control us. Inside our apartment complexes we know there is a system that is going to make us accountable when we litter. However on the public roads, the general Government is absent and there lies the problem.

Indian public places are dirty because there is a notorious absence of Government in the public. When I say “absence of Government”, I mean absence of clean zones. Look at the below picture:

This is a Metro station in India- a public place which is used by millions of people on a day. And yet its clean because the station is designed to be clean. Most of the malls, newly opened theaters and newly laid roads today have cleanliness culture designed into them and people using it subconsciously obey that culture- just like my apartment complex. This is what is called a Clean Zone.

Divide the problem into smaller chunks. Its very difficult to keep one big city clean or even one big market clean. However divide the market/ city into smaller Zones and start the cleanliness culture.
Make citizens entering the clean zone aware that littering is a crime. Deploy cameras and USE ME dustbins at regular intervals. Have cleaning staff doing their work visibly in the peak hours and give an impression of maintaining cleanliness. Make sure any flouting of the rule is heavily punished [fine of Rs. 10000].

Over a period of time people would stop littering and would subconsciously become connected to the laws of the Clean Zone.
Its very easy to create a Clean Zone. The person entering one should immediately realize that this is not a place where can shit around. He / she should feel the presence of the watchful eye of the regulating body on the lookout for offenders. That fear would do wonders.
Unfortunately in India most public places are not designed for cleanliness. They are designed for utility and services- which generate litter, but no mechanism to clear away the litter nor a way to make sure that public does not litter any further.

I was born a few years after independence in a small city in Punjab/India. I started my primary school in that city. It had a few schools and one wonderful Government College.
I was still in grade 4 when my parents built a wonderful house in Chandigarh's brand-new city breathtakingly beautiful city.
The city was most likely the first planned city in India, and it being the Capital of Punjab, our Chief Minister of the time, Sh. Partap Singh Kairon did not spare any pains to surpass any standards of urban development.
We moved to this city in 1958, and the whole city more or less was built in front of my eyes.
There are no words, no poetry, no comparison in my mind to describe one of the best cities that I had lived and that was Chandigarh, India.
The city was loaded with schools/colleges/universities/except medical colleges. I do not believe if you had the desire for any specialty, it was there.
I left Chandigarh/India in the early seventies.
And
Visited my beloved city at various intervals.

Uncontrolled population growth.
People moving from rural areas to urban in search of work.
These people mostly are on survival jobs, usually at the low rung of the economic ladder.
This is a chain reaction, young people come, and then they produce uncontrolled.
( A young girl, who used to work at our ancestral home, seemed to in her mid 20 s, had four kids.)
These kids basically had no future, and they most likely would grow on the streets, and the chain will start all over, further producing uncontrolled growth.)

We lived in one of the very nice parts of Chandigarh, but I have seen very highly educated, and brilliant people throw the garbage in the back alley of the most beautiful part of the city.
Due to lack of education or training at home or no sense of pride.
(No shortage of stories on this topic, I am extremely proud of my City, Chandigarh, I took my oldest son on an Indian trip, and I wanted to show him off U of Punjab, My Alma Mater, for B.Sc, B.Ed, and MSc.
When we walked into the very nice part of the campus, one Rickshaw was loaded with a huge pile of clothes. A woman sitting on the pile threw banana peel right on the road just landed, barely escaping my son.
The point is you may make a paradise on the Earth unless people living there respect that paradise; it is the question of time to turn that paradise into hell on the earth.
Rural to Urban migration, unplanned population growth, and even in Chandigarh, in the beginning, years collection of garbage and disposal was in the back alleys.
When people come from rural areas to urban areas, defecating in the open spaces is normal.
In the beginning years, there was huge massive space between sectors 17 and 18, and I could write a few paragraphs on this topic.
Now people can afford automobiles, and travel by Taxi/Car is possible when the tourists/travelers go to their destinations. Drivers have to wait. Where do they relieve themselves? The answer is self-explanatory.

I have visited China six times and traveled extensively, and I could write massive books: The country on the verge of collapse in 1948today has left the rest of the world way behind.

8.Rural to Urban societies.
9.Pseudo or part adoption of the western technologies, without seeing the consequences.
10.Declining standards of primary education, where teachers used to drill civic sense and personal hygiene. Now it is wild west everywhere, and no one gives two shits. ( Hidden cameras have shown that even with all facilities, many people in advanced countries do not wash their hands after using the facilities).
11.These falling standards are not the monopoly of South Asia, and it is also happening in the Western world.
For example, Less blessed countries were quick to adopt plastic/foil packaging for food and had no clue of disposal.
Almost all the drains in the less blessed lands are clogged, and animals are dying because of eating plastic in search of food.

For the first time in my life, I visited one Middle Eastern country, sunk into me that it is almost or above the dirtiest standards in the world.
Yes, I have not visited the whole world: But I have seen a fair bit, so far,
Japan is the number one civic sense. Some of the things I have seen there will stay with me forever. One thing I have written in my brain, I had an empty coffee cup, and we were in a massive five-story department store; I could not find even one garbage bin. The staff told me that I have to take it back to the hotel.
I visited a small village in China. I was stunned solid by the village ladies/and gentlemen's garbage management, one of the most impressive self-managed garbage collection/sorting and disposal I have ever seen.
Singapore is another world standard of filth management almost impossible to touch that standard.

I have seen people throwing garbage on the ramps.

The USA is not far behind; eventually, rising labor costs and falling standards in the civic sense will be floating the filth.
South Asia:
The population is beyond control.
For close to 1000 years of slavery, made the mentality of slaves, unless there are a whip and fear, nothing gets done.
Illiteracy, class system, entitlement, and the other nuisances and nonsenses, above absolutely no civic sense.

When we were growing up in that part of the world(South Asia): As kids, we joked even God’s wheel of destruction would not work in this part of the world because when He/She is ready, there will be NO electric power or He/She will start, and it will be power cut.

India is dirty because Indians are dirty. We can follow either or 2 models to make it clean: (1)Japanese model where people take pride in cleanliness OR (2)Singapore/Chinese model where Govt punishes citizens serverly for littering. 2 generations ago Singapore/Chinese citizens were also like Indians but Govt forced them to either become good citizens or face punishment.
I dont think either of the 2 models will ever work in India. Media/citizens will create ruckus if Govt imposes heavy fine for littering.
