India is dirty because we don’t know cleanliness. Both people and the governments.
In other countries, huge bins are provided to each house for wet waste and dry waste separately. People are fined by the local municipal government if found to be mixing both or not maintaining properly. The garbage is collected twice every week by huge trucks. Come hail or high tide. In addition to this, trucks go around the streets cleaning using machines or sometimes men are seen collecting fallen twigs and other debris. Mind you, unlike our country, most of these countries suffer inclement weather. In UK, it rains almost every day.
Whereas in our country, garbage collection is a big hoax. Like every other department, corruption rules the roost. The government gives private individuals contract to collect the garbage. These contractors are vultures whose goal is only to make money. They use ridiculously small decrepit vans which cannot collect waste from more than ten houses. They employ youth for very low wages and they get a cut from those wages too. These young boys, who go from door to door to collect garbage demand money from houses. And they are notoriously irregular and unprofessional.
Next come our great Janata Janardan. Our men and women don’t know what is cleanliness. They don’t maintain separate bins for wet waste and dry waste. Our popular way of disposal is to throw the garbage in next available open land near our house. We don’t want to pay fifty or hundred rupees per month to the guy who comes to take our garbage. We like to throw it away in front of the next house. We don’t look for bins when we have to dispose the wrappers when we are out shopping or in a tourist place.
People throw the waste water of floor cleaning from balconies on to the public roads down.
And we moan and groan that India is a dirty country.

印度之所以脏乱是因为我们不懂得清洁,无论是人民还是政府。
在其他国家,每户都有专门用来分类湿垃圾和干垃圾的大型垃圾箱。如果发现混合投放或不正确维护,当地政府会对人们处以罚款。垃圾每周收集两次,由大型卡车进行。无论刮风下雨,都会进行收集。此外,卡车还会巡游街道使用清洁机器或者人工清理掉落的树枝和其他杂物。请注意,与我们国家不同,这些国家大多遭受恶劣天气影响。比如英国,几乎每天都在下雨。
然而,在我们国家,垃圾收集是一个大骗局。就像其他部门一样,贪污是主导。政府将垃圾收集的合同交给私人个体。这些承包商是贪婪的秃鹫,他们的目标只是赚钱。他们使用非常破旧的小型货车,无法从超过十户居民那里收集垃圾。他们雇佣青年工人,工资非常低,而且他们还从这些工资中抽成。这些年轻的男孩挨家挨户收集垃圾,还会向居民索要钱财。他们的工作方式非常不规律和不专业。
接下来是我们伟大的普通老百姓。我们的男人和女人不懂得什么是清洁。我们不为湿垃圾和干垃圾准备分开的垃圾箱。我们最常见的处理方式是将垃圾扔到附近的空地上。我们不愿意每个月支付给收取垃圾的人五十或一百卢比。我们喜欢把垃圾扔到下一个房子前面。当我们在购物或旅游时,我们没有找到垃圾箱就会随意丢弃包装纸。

然后我们又抱怨说印度是个脏乱的国家。
