Some Americans when they travel can be loud and obnoxious and demand that everyone speak English. These are the ones that can cause locals to be unfriendly regardless of where they are.
Unfortunately, it is why so many Canadians when they travel like to point out that they are Canadian.
However, those Americans that travel with respect and understanding will be treated in the same way.
I will say that one country I went to that absolutely LOVED Americans is Kosovo. They even have a statue of Bill Clinton as well as a George Bush boulevard.

It was a rare instance when American military intervention really worked out well.

To answer your question… Germany. Germans absolutely hate Americans - plain and simple. I know, I've lived and grew up in Germany (Frankfurt, Darmstadt, Heidelberg, Stuttgart, etc…) for over 15 years.
Hating Americans seems to be a German obsession and/or right of passage. I once was told that German kids are actually taught to hate Americans beginning in elementary school.
I can tell you a story of when I tried to save a German teen about 14 years old from being assaulted by a group of Turkish thugs while I was living in Frankfurt in the early 90's. When I went to help this girl and realized I was American she said in German “Get away from me you dirty American, I'd rather be raped by these Turkish people than be helped by you!”
Also German courts are notoriously bias and corrupt against Americans. German sue Americans all the time. In fact, there were 3261 lawsuits levied against Americans in 2020, mostly german landlords stealing security deposits. The German landlord plaintiffs won every single case. A review of these cases by the legal offices on the bases actually found that 85% of the cases should have been ruled in favor of the American instead of the German. In some cases there were photos taken of the German judges drinking and socializing with the German plaintiffs during the course of the trial. Bottom line, if you get sued in Germany as an American don't even bother going to a German court as you will always lose. It is 100% guaranteed.
With regards to my point above about people from Iran, Vietnam, etc… the only rude ones I've ever met were the ones living in Germany. I don't know what it is about Germany that turns people into obnoxious jerks.

Vietnam is actually one of the least anti-American countries in Asia, with a majority of having favorable views. You’d think the opposite. People always make statements about Islamic terrorism and anti-American sentiment in the Middle East because of our interventionism going back to the Cold War, but the peoples of Vietnam and various Latin America countries have way more reason to hate us and launch attacks against us… yet they never have and don’t!
If anything, Vietnam has been strengthening ties and establishing more friendly relations with the US. They will almost certainly be a key ally in checking Chinese dominance and power in East Asia in the coming decades.
What’s funny is some of the loudest haters of America are our “allies” in Europe whom we’ve never done anything bad to.

You are absolutely right about Vietnam. I’ve been there many times , actually one of my favorite places to visit before COVID hit. The people there were amazing. My comments above regarding any rude Vietnamese people I’ve met were strictly the ones living in Europe, particularly Germany. When I was in Germany I always had a bad impression of Turkish people because before I visited Turkey the only Turkish people I’ve ever met were the ones living Germany however when I first visited Turkey I was delighted at how nice the people were there. Completely different than the ones I met in Germany. One point you were spot on with. The loudest American haters are our “allies” in Europe. In fact, the only time I ever had issues in Vietnam were with Germans talking crap about Americans. The same when I was in South Korea. I remember getting into a huge bar fight in Itaewon, Seoul. A group of Germans enters a German pub frequented by Americans. These Germans say, “I thought this is a German pub, but all I see are stupid American pigs” naturally I translated to the GI’s in the pub what these Germans said, and one thing led to another kicking the butts of these Germans. I was stationed in the Middle East as well. I’d go to downtown Riyadh at 2 am and never had any issues.

The first is that foreigners tend to make a big distinction between Americans as a people and their government and policies they might see as controversial. Americans are generally and consistently well liked as individuals, no matter how positively or negatively others may view the country.
The second is that Americans often underestimate how friendly they seem to others. If you go to any well known tourist place where there are tonnes of tourists, and you happen meet a gregarious, friendly and inquisitive person, then the chances are that he or she is an American.
Sure there are countries that Americans are warned not to travel to by their State Department. The dangers to them in those places come from wacky extremists and criminals, rather than ordinary people.

That said, I would probably say France, for the following reasons
They get annoyed when you try to speak English….even if you first try French. I’m fairly bad at languages, but I still try to know a few words when I go to a shop, whatever country I’m in. Usually they either understand me or smile and do their best to interact with me in English. France is the notable exception.
I don’t feel quite safe in France, particularly during my more recent visits. The Islamic subculture is a real thing, and there’s definitely a rising tension in the air.
A bad hostel climate.
Of course, nothing against French people. I’ve met a good number and they tend to be nice. Their country is unfriendly though.

The US tried to stop the embargo when Obama relaxed traveling to Cuba. That’s how I got to go. Cuba responded by increasing the visa charges for anyone in the world who flew in through the US. Give them 100 and you get 85. That’s like the interest charged to someone who has horrible credit.

I’m assuming you’re accusing the US of making their life harder since we can’t travel there freely and spend money. The US doesn’t make life harder for the Cubans. It’s the ruling party that does that. The average pay for a Cuban is equal to $25 a month. The pay won’t increase whether US citizens go or not.

We have long been the Ugly Americans. Nothing much has changed. That’s okay. We’re used to it. I assure you, it doesn’t trouble most of us.
Some of that is our fault, but not all of it. Some people in other countries seem to think we have an over-abundance of affluence, even though we are far from the richest country in the world. That’s their problem. Others don’t like it that we meddle in the politics of other countries, often making a situation worse—and they do have a legitimate point there.
The times that I’ve traveled to Europe and Asia, I found it best to keep my mouth shut as much as possible when around the locals. They might guess where you’re from, but they won’t know for sure unless you open your yap and put your foot in it.
I’ve seen far too many obnoxious, loud-mouthed Americans brag to all and sundry about their nationality when they are guests on foreign soil. It always makes me cringe and want to crawl under a rock when I see that sort of thing.
I’d say it’s probably easier to pick out the countries that are friendly to America, rather than the ones that happily take our money and military assistance—while holding their noses.
I don’t think there are many countries at all that America could rely on unconditionally in a pinch. Probably Canada and the UK. Maybe Australia and a few others. It’s a good reason to keep our borders and our military strong.

Nations where the United States has had poor relations or is currently in a state of opposition, such as Iran, North Korea, and now probably also Afghanistan.
