The Chang'e- 5 mission to return samples of soil and rocks from the Moon is under way, following its launch on a Long March 5B heavy lift rocket. This sample return mission is the final and most complex of the six missions in the lunar exploration program that Chinese scientists developed 20 years ago.
The scientists are able to carry out programs over decades because they are a key part of the economic fabric of Chinese society, particularly with the present orientation toward an innovation-driven economy.
Chang'e-1 and 2 were each single-spacecraft, which orbited the Moon. Their job was to provide scientists with photographs of the surface to be used in future missions to choose suitable landing spots.
Chang'e-3 was followed by children as well as by adults, especially curious about the exploits of the rover Yutu. Chang'e-4 for the first time in history landed on the far side of the Moon. A relay satellite was needed to allow communication between Chang'e-4 and Earth.

Chang'e-5 is still more complex. There will also be a few locations where a drill will go down deeper and retrieve soil. Ye Peijian, the chief designer of Chang'e-1, notes:
"Chang'e-5 will also carry a drilling machine to get Moon rock from a depth of 2 meters underground."
The biggest challenge in the mission is to bring back the samples to Earth. To do this requires four vehicles, a service module, a return vehicle, the lander, and the ascent vehicle. The Chang'e-5 orbiter carries the collection hardware and the return vehicle. After the robotic lunar lander collects samples, they are placed in an ascent vehicle which will launch from the lunar surface and must rendezvous and dock with the orbiter. No other sample return mission by the Soviet unx did any robotic rendezvous and docking. This requires highly precise timing. If the orbiter or the ascent vehicle were off by a small amount, they would miss rendezvous with the orbiter. When the orbiter gets close to the Earth, the capsule with the samples will be released to land in the same region where the Shenzhou astronauts land.
When the samples come back they will undergo thorough study. Lunar soil is formed by the lunar rock which has been weathered by meteorite impact, solar wind bombardment and cosmic ray radiation. By studying these lunar soil materials, scientists can not only understand the geological evolution of the Moon, but will also provide them with greater understanding of solar activities.

In what universe is the US a “race”? It is, and always has been, a multi-racial, multi-ethnic country. Secondly, how can this mission prove that China is “more advanced” for landing a probe on the moon when the US landed actual people on the moon more than half a century ago? The US is focused on building the Lunar Gateway station and getting to Mars, and unfortunately it is not a government priority because NASA is underfunded. As I said, the moon soil that US gave to China is just a gift for the relationship. Waste of resource? You answered your own question. The USA has a lot of samples (I doubt if it's literally “tons”). China doesn't. The USA doesn't give away its samples except tiny amounts to close friends. China wants its own samples to work with.
The second reason is prove that they can do it. China has made great strides recently, including putting a lander on the far side of the Moon, which nobody had done. Bringing back samples is another technical achievement. It means they can gather them up, take off from the surface, and get them home safely. It's a good precursor to landing people there, if they want to go that far.

I am sceptical the the US has “tons of lunar soil and rock sample” maybe approaching a metric ton or thereabouts, and they aren’t just posting it out to anyone that asks.
If they do it is in tiny quantities, which makes research into things like Lunar construction methods challenging to say the least.
Besides, how big do you think the Moon is? Do you honestly think a sample taken from one place will be just like another taken elsewhere? The Moon is just like any other planet, it has a huge variety of different terrains and rock types. If you took a sample of soil and rock from your back garden it is likely to be different from another taken a few streets away.
So China is getting their own, from locations that appeal to them. Why would anyone want to stop them?

Okay, 1) the US does NOT have “literal tons” of lunar material. They brought back 842 pounds, not even a single ton. There was only room for around 150–200 pounds or so of capacity on each Apollo capsule, and they only landed six times.
Second, due to certain actions taken by the Chinese government, the US has a policy to *not* cooperate with China at all in space exploration. This is why Chinese nationals are not allowed on the ISS, and why they have their own space station.
They spied on us, so they can’t HAVE any of our Moon rocks.

When the Russians sent a man orbiting the Earth, why didn’t the U.S. cancel its manned space program? After all, the Russians had already done it.
For that matter, why did Vespucci sail across the Atlantic? After all, Columbus already had.
Seriously, there’s always more to learn. And the U.S. doesn’t just lend out lunar rocks and soil samples to everyone who wants them. China might want some of its own.
Also, it’s a matter of national pride for any country to make progress in space.

Besides the technology strategy, getting on moon and getting sample back is extremely costly. you’d better take your own sample if you are interested in lunar research.
