As China marks its four-year anniversary ofdeclaring “war against pollution,” a newanalysis using data from more than 200 government monitors throughoutthe country finds air pollution has decreased across the board in China’s mostpopulated areas. Cities on average have cut concentrations of fine particulates(PM2.5)—widely considered the deadliest form of air pollution—by 32 percent injust four years.

中国打响“反污染战”第四年,据中国境内官方200多个监测站提供的最新数据研究发现,中国人口最多地区,空气污染情况已全面减少。短短四年,城市空气平均细微颗粒物(PM2.5)浓度下降了32%,人们普遍认为PM2.5是空气污染最为直观的危害表现形式。

“The data is in—China is winning its waragainst pollution,” says Michael Greenstone, the Milton Friedman Professor inEconomics and director of the Energy Policy Institute at theUniversity of Chicago (EPIC), who conducted the analysis. “By winning this war,China is due to see dramatic improvements in the overall health of its people,including longer lifespans, if these improvements are sustained.”

“China has taken aggressive, and in some cases extraordinary,measures to reduce its pollution in a relatively short time span—fromprohibiting new coal-fired power plants in the most polluted regions tophysically removing the coal boilers used for winter heating from many homesand businesses,” Greenstone says. “This approach, which has relied heavily onrequiring specific actions as opposed to more efficient market-basedmechanisms, has imposed its share of costs on the Chinese economy. There is agreat opportunity to facilitate the urgent need for continued rapid economicgrowth and achieve further reductions in pollution by embracing market-basedapproaches to regulation, like pollution taxes and cap-and-trade markets forpollution.”
